Win10 official version of the license does not bind personal Microsoft account

The current activation information about Windows 10 is really very messy, a large part of which is due to Microsoft's toothpaste-style information disclosure.
Gabriel Aul, the person in charge of Windows Insiders, is now opening up, saying that the Windows 10 license will not bind the user's Microsoft account.
In other words, the genuine license for Windows 10 is only for devices, not user accounts. Any device with a genuine Windows 7/8.1 license can upgrade Windows 10 for free, and once the device activates Windows 10, it will be Anyone (account) will use it.
