The win10 application does not start properly because the parallel configuration is incorrect. The root cause is

"The application could not be started because the parallel configuration of the application is incorrect. See the application event log, or use the command line sxstrace.exe tool" The problem is handled.
method:
Start - Run (enter services.msc) - OK or press Enter to open: Services (local);

we find in the service (local) window: Windows Modules Installer service to see if the disabled;

if Windows Modules Installer service is disabled, we have to change it to enabled - manually, restart the computer, and then install the application.

Method Two:
above or if an error occurs, it is our system lacks Microsoft Visual C ++ 20XX (runtime) file.
Step:
Download and install: Microsoft Visual C++ 20XX (runtime library);
Microsoft Visual C++ 20XX (runtime library) (XX means: 05, 08, 10) After the installation is complete, restart the computer, and then Install the app.
