However, in the Win10 Notification Center, notification messages are simply displayed, and may not even be displayed, depending on the user's settings. If Notification Center is enabled, these messages will be sent on behalf of Chrome, which is less versatile when clicked.
In a nutshell, the current Win10 Notification Center is technically not compliant with the Chrome browser and will not work as expected. So Google believes that after a few years, most people use Win10, and maybe rethink this suggestion.
