What if the Win10 super administrator can't open the Modern app?

A user found that the Modern app could not be opened when logging in to Win10 using a super administrator account. It stands to reason that the super administrator account has the highest authority for the computer, so how can it not open the Modern application? This problem is caused by a security setting of Group Policy, just modify it.
