3) on the "advanced" tab, click the "environment variables";

4) under "system variables", click "New";

5) in the "Tag name" field, type MIG_UPGRADE_IGNORE_PLUGINS;

6) in the "variable value" field, type IphlpsvcMigPlugin.dll;

7) click "OK" three times to close these dialog boxes;

8) to start the upgrade installer again.
