How to install WIN8 theme.deskthemepack?

.deskthemepack is a special theme package for windows 8. I just downloaded the theme I want to change, but double click on it to show that MadobeYu.deskthemepack is invalid. How to solve it?

This theme pack needs to change the area to Japan to install it, and then change it back after loading it.
