Use the error message to search on the Internet and find that this is a problem with python scripting. It can be solved by loading the utf-8 module. There is still a little flaw in the fedup package. I have already submitted this bug. But I can't modify the fedup script myself. How did I solve this problem? Very simple, change the system language to English. After the upgrade is complete, modify it to Chinese. In other words, the Chinese system will go wrong during the upgrade process, but not in English.

reboot the system

Changes to the new system

The upgrade process went smoothly and the upgraded system was stable. The difference between an upgraded system and a newly installed system is to maintain the user's configuration as much as possible. For example, my upgraded system does not change the wallpaper, and the newly installed system has another set of wallpapers. However, Fedora 22 and Fedora 21 are still a little bit different, the window theme is gone, there is no way to set the window theme in gnome-tweak-tool, only the GTK+ theme can be set.
