As a result, all RAR archives are now downloaded without prompting the save dialog. After the download is complete, WinRAR is used to open the archive, and other types of extensions are normal. There is definitely a solution, so I sent a help post to the forum and finally found a solution to this problem.

Select the RAR type in "Folder Options → File Type Tab", then click the Advanced button next to it, and then select "Confirm Open After Downloading". This will return to its original state.

By extension, the default handling of other types of files after downloading can also be changed by this method.
