How to retrieve the Charms bar on the right side of the Windows10 desktop

Windows 8/8.1, by activating the Charms bar with the mouse, you can achieve many shortcuts. Win10 canceled the service and integrated it into the Modern app. Some users feel that the Charms bar is powerful and not willing to give up. So how do you implement the Charms bar on the right side of the desktop in Win10?
