How does the Win10 system completely shut down the Edge browser's SmartScreen filter?

The Win10 system Edge browser includes an important feature of IE: Windows SmartScreen Filter, which helps users avoid accessing malicious websites. When the IE browser turned on the SmartScreen filter function and was suspected of collecting user information, it was because SmartScreen had to collect the website records visited by the user before filtering.
