Windows 7 SP1 users can get some of the "DirectX 11.1 runtime" through an update KB 2670838, which was included in the Windows 7 version of IE10 download released yesterday. KB 2670838 includes the latest components in DirectX 11.1, but is limited to the WDDM 1.1 driver on Windows 7.
The Windows 7 version of the IE10 preview released yesterday includes KB 2670838. If you have already installed Windows 7 version IE10, you have already got some DirectX 11.1 features. In addition to installing Windows 7 version of IE10, you can also download and install KB 2670838 separately.
