How does Win8 automatically adjust the volume of other sounds

Win8 implements the method of automatically adjusting the volume of other sounds as follows:
1. Right-click on the blank space of the desktop, and pop-up “All Apps” option under the desktop, left-click “All Apps”.

2. Left click on “Control Panel”.

3. Left click on <;Hardware and Sound”.
