How Win8 reports apps or comments to Microsoft

On the "Start" screen, tap or click "App Store" to open the Windows Store.
Search or browse the app and tap or click on it.
Click or click "Overview",“Report this app violates the App Store Terms of Use”. If you are not logged in to the Windows Store, sign in with your Microsoft account.
Follow the instructions on how to report your app, including any details on why you want to report your app, then click or click “Submit”.
Reporting to Microsoft that app reviews violate the Windows Store Terms of Use
