This problem usually occurs when the license is not synchronized, the SoftwareDistribution folder is faulty, or the network firewall is faulty. If these methods have not been resolved, consider taking "big moves" such as system recovery and system restoration.

Apply update and synchronize license
Go to the Windows 8.1 Start screen, click to open the "App Store" ". Point your mouse at the top right corner of the screen, move the pointer down, and click Settings. Click on "Apply Updates" (Figure 2).

Tip: If you can't log in to the app store, please check if you have logged in to your Windows account correctly. To install an app using the app store, you first need to log in to your Windows account.
Update SoftwareDistribution folder
The SoftwareDistribution folder is where all application files are stored. If there is a problem with the files in this folder, You can fix this by cleaning up this folder.
Open C:\\Windows\\SoftwareDistribution\\Download in turn, delete all the contents of the folder. If there is a prompt that cannot be deleted, please check "Do this for all current items" and click "Skip" ", try to install the app after you finish.
If it still doesn't work, disable the Windows Update service. To do this, press the Win+C key combination and select “Search”, enter the “services.msc” search setting, and after finding the Windows Update, disable it by right clicking (Figure 4).
Next, open the C:\\Windows folder, right-click on the SoftwareDistribution folder under it, select "Rename", and change its name to SoftwareDistribution-old. After the renaming is completed, re-enable the Windows Update service as above. Then test again if you can install the app.
Removing the Impact of Network Firewalls
Excluding the effects of third-party network firewalls or anti-virus software is also a factor to consider.
Press the Win+X key combination, click “Computer Management” in the shortcut menu, and then click “Services and Applications→Services” to check whether Windows Firewall is enabled (Figure 5), and then through the control panel. Open Windows Firewall and close the installed third-party anti-virus and anti-spyware software. Then go to the store to test if the app can be installed.
4Checking System Integrity and Fixing
System integrity is compromised and can cause applications to fail to update.
Press the Win+X key combination at the same time, select “Command Prompt (Administrator)” in the pop-up shortcut menu to start the Command Prompt window. Enter the "SFC /SCANNOW" command to perform an integrity scan and automatic repair of the system (Figure 6).
After performing the above operations, restart the system. Try again to get the app that failed to complete the installation before installing the app store and see if the issue is resolved.
Tip: You can also test whether the app can be updated by changing the account number.
Add a local user via Control Panel → User Accounts → Manage User Accounts. When downloading an app in the app store, associate a hotmail or other Microsoft mail account (if you don't have one, you can apply for it for free). Then try to install the app.
The last "method" without a solution
If none of the above methods works, then you can only solve it by means of system restore or system recovery. The problem is.
If you have previously established a system restore point, you can use the system restore function to restore the system to a normal point in time, and then test whether the application can be installed normally. Press Win+R, enter the “rstrui.exe” command to start the system restore, and follow the prompts to restore the system to the normal time (Figure 7).
If no restore point can be restored or restored after it is still invalid, then you need to use system recovery. Point to the upper right corner of the screen, move the pointer down, click Settings → Change PC Settings, and then click Update & Restore → Restore.
