Troubleshooting :
Suspect one: The add-on caused this problem. Run iexplore.exe –extoff to start IE in no add-on mode. No improvement.
Suspected two: IE configuration problems. Then open the Internet option in the control panel to reset the IE settings. It also fails to run.
Suspect 3: Current user permissions are restricted. Can not run with normal user rights (current user is a normal user), can run as an administrator user.
This phenomenon alone cannot be judged to be caused by user rights. Another possibility is that the current user's configuration file has a problem, and other users' configuration files have no problem, so they can run normally. And, under normal circumstances, any user is authorized to run IE (even the Guest account).
Suspect 4: There is a problem with the current account profile. So create a new user with normal permissions, you can also run IE after logging in, proving that the previous idea is correct. It can be considered that there is a problem with the current user's configuration file.
So is the file or the registry problem?
Suspected five: The data file in the IE configuration folder is corrupted. So, delete the IE-related configuration file in the user configuration folder, try again, still not.
