Solution

Run the command prompt as an administrator and enter the following command in the "Admin: Command Prompt" window that opens:

del /q %localappdata%\\Packages\\Microsoft.WindowsStore_8wekyb3d8bbwe\\LocalState\\*.json

Enter.

Then try to open the app store and it should open normally.
