In early July, Microsoft promised that Win8.1 will complete development in the end of August. After more than a month, Microsoft has now fulfilled their promise.

It is understood that Microsoft will publicly announce that it has completed the development of Windows 8.1 next week. This version will also be issued to PC manufacturers so that they can pre-install the new system on a series of new hardware to prepare for the official launch on October 18. Existing Windows 8 users will be able to get the final version of Windows 8.1 for free on October 17 through the App Store (Windows Store). In general, shortly after RTM, Microsoft will release the final version of Windows to their MSDN and TechNet subscribers, but Microsoft may not do so this time, holding the new version until the mid-October regular availability.
