Vista can't access the Internet and can't Ping fault resolution

Today, a friend mentioned such a problem in the forum. His Vista Ultimate computer can access the Internet and can also quit QQ, whether it is ping intranet or extranet. The address is unreachable and all indicate "general failure". However, under Windows XP, everything is fine.
It is indeed strange to go, the network is obviously open, and can only ping the 127.0.0.1 this machine, even his network management 192.169.1.1 can not ping. Why can't I use the Ping command under Windows Vista?
First, the problem encountered by this friend is shown as follows:
C:\\>ping 192.168.1.1
Ping 192.168.1.1 has 32 words Section data:
General failure.
General failure.
General failure.
General failure.
Ping statistics of 192.168.1.1:
Packets: sent = 4, received = 0, lost = 4 (100% lost)
Actually, this problem is still due to the Vista system. Due to the Windows Firewall, you need to enable the icmp incoming and outgoing policies in the Windows Firewall.
Note that you must be logged in as an administrator to perform these steps.
To find ICMP and logging settings, open Windows Firewall with Advanced Security.
1. Click to open the "Administrative Tools". ‌If you are prompted for an administrator password or for confirmation, type your password or provide confirmation.
2. Double-click "Advanced Security Windows Firewall".
3. Under "Common Profile", click "Windows Firewall Properties".
1) Click the tab of the profile you want to change.
1) Under "Logging", click "Custom".
In the dialog that appears, change the settings that need to be changed, then click OK.
You can use ICMPv4 or ICMPv6 protocols to create inbound or outbound rules to specify ICMP settings.
